The LAW that govern the spiritual world was given by the Creator. The reason is based on the sanctity of blood. The shedding of human blood was forbidden because it caused a serious pollution over the spiritual land where the Creator was residing and it could be atoned for, only by the blood of the one shedding it. So, in the case of a murderer, the blood of his victim was avenged and the law of "life for life" was satisfied when the murderer was put to death "without fail" by the avenger of blood.
For the UNINTENTIONAL man-slayer the Creator provided in the SPIRIT WORLD, cities of refuge.
An example of this unintentional man-slayer was MOSES. In his fortieth year of his life, while making observation to the burdens his HEBREW brothers were bearing under the hand of the Egyptian forces, he saw an Egyptian striking a Hebrew. In taking up his fellow Israelite's defense he killed the Egyptian and buried him in the sand.
He was not appreciated by his comrades and he was forced to flee from Egypt. The Hebrews and the Egyptians both were governed by the LAW. When Pharaoh heard of the slaying of the Egyptian immediately MOSES' life was compromised and had to be taken by the avenger of blood.
He fled to a very long journey across wilderness territory to MIDIAN where MOSES sought REFUGE. There, at a well, a woman and her six sisters were watering their father's flock. Moses observed that certain shepherds came on the scene and, as was their custom, attempted to drive the girl away. Moses helped the girls out and he himself watered the flocks.
The name of the woman was Zipphora. The meaning of that name was "swallow." This woman was deeply moved by Moses' kindness and because of that, she invited MOSES to her home. She offered him protection and eventually her priestly father gave her in marriage to Moses. She bore two sons to Moses.
When the Lord sent Moses back to Egypt, the avenger of blood encounter Moses demanding his life. Zipporah defended him. Since he was married to her in her home, she was covering his guilt.
Then, because MOSES was a HEBREW she performed the circumcision over her firstborn, taking a flint and cutting off her son's foreskin. Then she caused it to touch MOSES' feet. She was claiming Moses' right to live because MOSES was her bridegroom of blood to her. Consequently the avenger of blood did not kill Moses.
The LORD's arrangement for the protection of unintentional man-slayers was from the CITIES of REFUGE giving protection to only the innocent and that promoted respect for the sanctity of life.
